ICTSI and Transnet sign a 25 year partnership for Durban Container Terminal Pier 2

Transnet SOC Ltd confirmed in a media statement that it signed a 25 year partnership agreement with International Container Terminal Services, Inc for Durban Container Terminal Pier 2 on 10 December 2025.

Under the agreement Transnet holds a majority shareholding in a new special purpose vehicle, and ICTSI is responsible for operating the terminal. The term takes effect on 1 January 2026.

ICTSI was selected as preferred bidder in July 2023, so the signed agreement closes a process that ran for roughly two and a half years.

Transnet did not publish a contract value. Figures reported elsewhere describe an expected investment commitment rather than a published contract value, so we do not print one.

What bidders can take from it

A 25 year concession is not won in the submission window. It is won in the years of capture work before it, and this one took two and a half years from preferred bidder to signature.

The gap between preferred bidder and signed agreement is where many pursuits quietly fail. Teams that treat the award letter as the finish line lose ground during negotiation, conditions precedent and financial close.
